A Rival Legitimacy, Not an Enemy
When the Closing of the Doors fortified the Expanse's two exits, the hot door was answering a threat and the cold door was drawing a line — the difference between a wall against raiders and a boundary between two legitimate authorities that simply never agreed on who was in charge. The Void Dominion predates that boundary, or stands entirely apart from it; either way, it was never the Protectorate's business to bring it to heel, and it never tried to be.
Ledgers, Not Garrisons
Where the Protectorate's authority is spawned as patrols, the Void Dominion's authority is written down. Every deal that crosses its territory eventually becomes a sealed data core, logged by registrars who answer to the order and to no one else — quiet freight, heavy consequences, as the couriers who carry it put it. Voidwatch Post, out at the region's edge, exists because of that same instinct: someone has to stare into the dark so the Dominion does not have to, and the Dominion decided that watching was worth staffing permanently.
Not to Be Confused With Its Own Station
The order and its record-keeping station share a habit of getting mixed up, and they should not be. Dominion Yard is a place — docking clamps, a stock list, a set of coordinates in Void Dominion space. The Void Dominion is the order that station's registrars work for, older than any one counter and not defined by it. When a quest blurb says "the Dominion," it means the order. When it says "the Yard's," it means the people standing at that particular station.
