Astral Consortium
The Astral Consortium is a second administrative order at the edges of secured space, alongside the Void Dominion and the Wayfarer Concordat — no spawn quota, no stronghold, no interest in the war between the Nexus Protectorate and the Crimson Corsairs. It runs the region that carries its name, one gate further from the Ethereal Expanse than the Dominion itself.

Auditors and Arboreta
Where the Void Dominion keeps ledgers, the Astral Consortium keeps two things at once: auditors, who check the sealed records couriers carry in from Dominion Yard, and arboreta, who grow more colony seedlings than the Consortium's own towers can hold. One half of the order looks backward, over the books; the other looks forward, over what the frontier will need to keep growing.
One of Several Orders
Two ideological factions run the war for the Expanse. The Astral Consortium is not one of them, and was never meant to be — it belongs to a different register of power entirely, the same one the Void Dominion and the Wayfarer Concordat occupy: recognized authority that never needed a garrison to be real.
Recognized, Not Ruled
Nobody polices the Astral Consortium's jurisdiction the way the Protectorate polices a sector. Its authority is simply honored, station by station, wherever lawful space chooses to honor it — which today means its own region, and the ledgers that keep arriving from further in.
