It holds no spawn quota and no stronghold — it is recognized legitimacy, not a garrison — and it takes no side in the war between the Nexus Protectorate and the Crimson Corsairs. Its authority is paperwork rather than presence, and it claims a reach across the whole Expanse while its training contracts still ship from a single lawful venue.

Mandate

The Concordat's charge is simple to state and hard to enforce everywhere at once: certify that a new commander is who their contract says they are, and license the curriculum that turns a first-time pilot into someone a station will actually trust with cargo. That claimed jurisdiction is interstellar. Its actual footprint is not. Every contract the Concordat has issued so far comes from one venue, which makes its reach a deliberate echo of the Protectorate's own limit — authority that is only as real as the presence backing it, whether that presence is a patrol or a signed contract.

Training Contracts

Two curricula are shipping today: a first mining run, taken belt-side, and a first sale, taken at a station counter. Both are licensed the same way and both are issued from Krakken's Halt, at Helios Nexus — a lawful Human-run station that trains every new commander identically rather than leaving the lesson to local custom. A commander does not read the Concordat's charter to learn this; they meet it in the form of an assistant who stays with the fleet through the whole run, ship by ship. That assistant, an AI who introduces herself as Vela, is the Concordat's day-to-day presence: the licensing body writes the curriculum, and she is the one who actually delivers it.

  • Mining contract — mine a belt, then bank the haul as a first contract reward.
  • Station-selling contract — carry that haul to a station counter and complete the first sale.

More training contracts are implied by the mandate than are shipped: combat and transport curricula would fit the same shape, licensed the same way, delivered by the same fleet-wide presence, whenever they arrive.

Neutrality

The Concordat is not a rival power the way the Corsairs are to the Protectorate; it contests no territory and preaches no creed. It licenses commanders of every people the same way — Human, Dralvok, and Khareth alike — because its business is certification, not allegiance. That neutrality is also why its contracts ship from Protectorate-held space without making the Concordat a Protectorate instrument: it is recognized wherever lawful space chooses to honor it, and today that means the secured Expanse and little beyond.

Presence, not proclamation, is what makes any authority in the Expanse real — the Concordat's version of that rule is a contract with a commander's name on it, not a patrol.
